What makes a rack conductive?

The material itself carries charge, so static drains to ground wherever the board touches it. A coated "antistatic" rack only protects while the coating lasts, and handling, cleaning and dry air wear it down.

Conductive or dissipative: which do I need for racks?

A conductive rack in the 10⁴ to 10⁶ Ω range drains charge steadily: fast enough that it never builds up on the board, never so fast that it dumps through a device.
